KMA Board Of Directors
In line with the Kenya Maritime Authority (KMA) Act, 2006, the KMA Board of Directors is responsible for the exercise of the Authority’s functions under the KMA Act.
It comprises of the Chairman, five (5) independent Directors, the Principal Secretaries of Shipping and Maritime Affairs under the Ministry of Transport and Infrastructure and the Ministry of Finance, and their respective Alternates. The KMA Board also consists of the Attorney General, a representative from the Inspectorate of State Corporations and the Director General of KMA.

Major (Rtd) George Nyamoko Okong’o is a graduate of Kenyatta University (KU) having graduated with a Bachelor of Science (Bsc) in 1994. He has also undergone extensive training in maritime and shipping affairs and is very conversant with the International Ship and Port Security Services (ISPS) Code.

Holds a Bachelor of Science in International Business Administration from United States International University Africa, Nairobi Kenya. She is a dynamic and highly accomplished Shipping and Trade Finance Professional with over 15 years of quality work experience in both Public and Private Sector.
Mr Hezbourne Mackobongo
Alt. Director to the CS National Treasury
Mr. Hezbourne Obongo is an experienced expert in preparation of development plans, investment plans and Monitoring and evaluation systems for development programmes. Mr. Obongo has facilitated in preparation of United Nations Development Assistance Framework (UNDAF) in Ministry of Planning, preparation of Development Support Programs and provided technical assistance in Resource Mobilization and designing of Micro - Financial Institution (MFIs).
Mr. Francis M.Muraya,
Mr. Francis M.Muraya is the alternate to the Principal Secretary State Department for Shipping and Maritime Affairs - Ministry of Transport, Infrastructure, Housing, Urban Development and Public Works. Mr. Muraya a career Civil Servant with over thirty (30) years’ experience is a holder of a Master of Education (Education Policy) from Moi University and a Bachelor of Education (Science) degree from Kenyatta University. He also has a Higher Diploma in Resource Management (College of Human Resource Management) and Member of the Institute of Human Resource Management of Kenya. He has wide experience in Educational and Human Resource Management and is currently the Head of Human Resource Management and Development in the State Department for Shipping and Maritime Affairs.
Holds a Master of Laws degree from the University of Nairobi, Bachelor of Laws (LL.B) from University of Nairobi. He is currently the Senior Principal State Litigation Counsel and has working experience of 15 years both in the Public and Private Legal Sector.
Mrs. Jane Florence Otieno
Mrs. Jane Florence Otieno holds a LLB - University of Nairobi , Diploma in Legal Education -Kenya School of Law) and Masters in Business Administration -Strathmore University.
She is an Advocate of the High Court of Kenya, Notary Public, Commissioner for Oaths, Certified Public Secretary and an accredited Governance Auditor.
Mrs. Otieno joined the Authority on the 10th January 2017 as the Corporation Secretary and Head of Legal Services, having previously worked in the same capacity in other State agencies. She has over 29 years’ experience in the public sector, having held the position of Vice Chair Legal Affairs at the Universal Postal Union, Berne Switzerland - Telematics Co-operative as Vice-Chair; Trustee – Postal Corporation of Kenya Pension Scheme - Nairobi, Kenya , Trustee – Management Committee - Kenya Reinsurance Corporation , Trustee – Benevolent Fund, Institute of Certified Secretaries of Kenya, Representative of Kenya Reinsurance Corporation in the Board – Industrial Development Bank and Board member of the Export Processing Zone, Nairobi , Kenya.
Jane is a member of Women in the Maritime Sector in Eastern and Southern Africa (WOMESA) – Kenya Chapter, Federation of Women Lawyers, Institute of Directors and the Law Society of Kenya.
Eng. Charles Kombe Charo,
Holder of a first class honours Bachelor of Science degree, Chemical Engineering from Burdwan University India, Masters of Arts in Environmental planning and Management from the University of Nairobi. Executive Masters of Business Administration from Moi University.
Eng. Charo has a wide experience in Management development with an Advanced Management certification from Strathmore University.
REV. JOSEPH KARIUKI GATIMU,
Rev. Joseph Kariuki Gatimu holds an MBA (Human Resource Management) - Kenyatta University, Higher Diploma Human Resource Management- Mombasa Polytechnic, B.Com (Banking Hons) – Panjab University Chandigarh India. He is a Full Member- Kenya Institute of Management, Full Member- Institute of Human Resource Management with extensive training in various aspects of Leadership, Organizational Behavior and Human Resource Management.
Rev. Gatimu is an experienced Central Banker and Commercial banker, with hands-on experience in managing Operations, Internal Audit, Accounting and Finance, Procurement and Human Resources.
In addition, Gatimu has over ten(10) years’ experience in teaching management related subjects in both Private and Public Universities in Mombasa and is also a seasoned mentor.
Rev. Gatimu is an Ordained Church Minister, Executive Member of Council of Bishops- Mombasa Chapter; And General Overseer of Jesus Victory Temple Church with branches in various part of Kenya.
Mr. John Gerin Msafari, FICS, CRG (Gambia)
John Msafari holds a B. Com (Hons) degree from the University of Nairobi, Kenya and is a Fellow of the Institute of Chartered Shipbrokers (FICS), London and a Member of the Institute of Directors, Kenya.
Mr. Msafari is a qualified business administrator with a wide experience in both private and public sector for over 35 years. He is a professional in International Trade, Shipping and Customs and a Consultant on Revenue Administration. He has worked in executive positions both in the public and private sectors.
Mr. Msafari is currently the Administrative Director of Alpha Group, a conglomerate of companies operating in East and Central Africa and engaged in Fishing, Marine Logistics and supply base solutions for Oil & Gas Operations; shipbuilding and repair. He served as the Commissioner General of the Kenya Revenue Authority (KRA) from 1998 to 2001. As the Chief Executive, he was instrumental in developing governance structures and strategies to improve tax revenues in Kenya, leading to impressive growth in the Authority's revenue. Internationally, Mr. Msafari assisted in setting up the Gambia Revenue Authority under a World Bank funded Capacity Building Project and served as the Commissioner General Designate and later an Advisor to the Commissioner General where he was instrumental in reviewing the drafting of the Gambia Customs & Excise Bill, 2008, among other assignments.
Mr. Msafari has demonstrated commendable ability to lead teams of diverse cultures and skills. In 2009, he was awarded Commander of the National Order of the Republic of the Gambia (CRG) in recognition and appreciation of the exemplary Leadership and Service to The Gambia Revenue Authority. He has served for over 20 years as Chief Executive of Kenfreight (EA) Ltd and Oceanfreight (EA) Ltd – logistics and shipping companies respectively operating in East Africa.
Mr. Msafari has served as Board Member in the Kenya Ports Authority for six years from 1996 to 2001, the Central Bank of Kenya as well as the Kenya School of Monetary Studies (2011 to 2015), Kenya International Freight & Warehousing Association and the Kenya Ships Agents Association. He was a founder member and Chair of the Kenya Shippers Council. He is currently the Chair of the Board of Fusion Investment Management Ltd, the Kenya Association of Fish Processors & Exporters and Director of East African Sea Food Ltd and Fish Levy Trust Fund.
SALAAH S. BALALA
Mr. Salaah Balala is a banker with over 28 years of specialization in the tea and coffee industry. He played a major role in the revival process of the Kenya National Chamber of commerce.
He is a member of the EATTA Committee, KNCC and a Director in the East African Tea Trade Association.
He brings to the Board his skills in entrepreneurship, management, leadership, budget control and resource management.
Ms. Amadi is a lawyer with extensive experience in legal and policy evaluation and analyses having worked as a regional consultant with IGAD and having demonstrated the ability to assess complex international law issues in the field of Human Rights, Trade, Environmental and Maritime law and sustainable development for a number of years.
She has worked as a Government Attorney in the Office of the Attorney General since 1984, Department of Treaties and Agreements (International Law), representational at UN meetings, multilateral organizations on International Trade, Environment, Human Rights and other bilateral, regional and international law issues.
She has dealt with World Trade Organization matters, Regional Integration Issues at the EAC and COMESA. She was involved in the process for the accession to the EAC Treaty of Rwanda, Burundi as well as South Sudan. As Legal expert representing Kenya in the Negotiations for the Economic Partnership Agreement with the European Union (EPA) negotiations she was the key legal expert in the regional EAC framework for about ten years
On institutional issues, she spearheaded the set up of the State Corporation Appeal Tribunal in 2000 and was its Executive Manager until 2012 enforcing good governance processes.
Ms. Amadi is a holder of a diploma in Corporate Governance (distinction 2009), KCA ,
Bachelor of Laws, University of Nairobi and Diploma in Legal Education. Together with
